I want to keep cats from peeing in it and I want to keep rabbits out.

I would get some metal "T" post and install them on all four corners of the garden. I would also use them every 6'-8' between the corner post. If not metal, at least wood post. Then string the poultry wire around each post tightly, using metal or plastic ties to keep the fence tight and strong. I would make the fence minimum 4' feet....up to 6' in height.

go to lowes hardwear dept they sell a pellet that you can shake out in the garden the repelles animals as for a fence you can do that too you will need 9 poles and chicken wire but remember this rabbits will tunnel under it so dig deep my friend and sub burrie it cost about 50,00 pellets about 20.00 you can also buy moth balls and go around the outer part of your garden about 6 inches out and dump them down this will keep even bugs away and in each row of veggie plant a maragold that will keep bugs out since maragolds is the main ingredent to making all the bug sprays we buy to keep them off of use too

Try building grooved frames for the wire and set it up like a small fence. Sometimes old cheap picture frames work.

put wooden steaks in the corners and some on the sides...then tie the fence to them, maybe you could use a staple gun to staple it or those heavy duty plastic ties.
