I've been having issues on and off for the last two months with my 2001 Buick LeSabre. Long story short, I'm noticing now that my steering wheel is vibrating when turned, particularly at lower speeds. Also, the power steering doesn't seem to be functioning as well as it used to (e.g. it's more difficult to turn the steering wheel)
I had all the fluid levels checked in my car and they were fine.
I'd love ideas about what you think may be causing this and, most importantly, how much it might cost me to have it fixed (money is a concern, which is why I haven't had it checked out fully just yet!).

Also, since my knowledge of cars is limitd, it would be great if you could explain why you think it's a certain part failing (e.g. what that part has to do with steering). I like to know these things because I want to have as much figured out as I can before I take it in, being a woman not wanting to get ripped off and all...

Already had a wheel alignment and tires are balanced. I'm 99.9% sure the problem is not with the tires.

Pwr Steering Pump, but I would check the belt first and make sure its tight. You might just have to tightn it (wrench and a pry bar for tension) a Power steering belt is like 5 bucks or something, Pump depends on make and model, but the LeSabre is probably around $100-150 Dollar range truthfully. Labor about the same.
Check the belt, if it's tight then you need a new pump.

The pump has gone bad. The pump is given pressure by the engine running through the process of a belt. It is possible the belt is loose, but the vibration tells me otherwise. It's the pump, the pump is pressurized from the belt turning it, and releases pressure one of two ways, a pressure release valve (which returns unused fluids to the power steering fluid reservoir), or by sending using the fluid to exert extra pressure on the wheels as you turn. It uses basically a set of gears, which may become worn, or come out of place and cause the vibration you are feeling. If the mechanic tells you you need a new pump, trust him. If he says you need new transaxles, wheel bearings, anything on the brake system (bearings, pads, rotors, etc.) he's lying. If he tells you all you need is a power steering pump, he's a good, honest mechanic. Unlikely it's the belt, but you may be lucky and that's all you need, is the belt tightened.

Could be the belt is slipping and not driving the power steering pump properly, or you may need to have a new pump, (or a good used one from a junk yard) installed. The pump is driven off the engine and supplies hydraulic pressure to the steering gear to operate the steering.

Does your car seem to squeak when you make turns?
If so, go and get your belts checked.
It may also be your power steering pump.
Get a good used power steering pump from the auto wreckers. They are usually guaranteed for about 90 days.
Cost: About 50 bucks.
