Yes, melanin is the primary pigment responsible for differing skin color, including tanning. It does provide protection against ultraviolet radiation. See the human skin color map in the reference. The darkest skin is found in the equatorial regions with the highest incident ultraviolet radiation. Skin is lighter at higher latitudes, for two reasons. Less protection is needed against ultraviolet radiation. Further, you don't want melanin interfering with the absorbtion of UV, since that is the primary source of vitamin D3 for the body.

we see different people having different skin colours.
this may be due to:
1.climatic conditions they live .like in africa people are dark skinned because the climatic conditions there is invariably high and it is a kind of adaptation their skin makes to escape heat . (negros)
2. high production of melanin protein that gives colour to skin.
variable climatic condition varies melanin content.
in USA and northern countries the climatic conditions are not invariable so melanin production is low thus they are called albinos.

1. basically, genitic factors.
2. surroundings(colder = white, bec. they have lack of melanin pigment, because they don't need to avoid the heat, the purpose of melanin pigment).
