Like for an example when people say "stay on ur p's&q's when you go to jail" i know what it means but what about the actual letter P&Q???????????

Pints and quarts. Its an old English expression. When ale was dispensed in "pints & quart" sizes.

If someone got rowdy or nosy, the barkeep would say mind your pints and quarts, thus ps and qs.

I was told the expression "mind your P's and Q's" originated with printers who set headlines using movable type. If you've ever seen old type, you know the letters are mirror images of the regular alphabet. Lower-case P's look like Q's and vice versa. "Mind your P's and Q's" was a reminder not to mix up the letters when putting them back in the rack after use.
There are several different thoughts on what that statement refers too, tho.
