While the internet is derived from ARPANET developed by the United States Department of Defense. Tim Berners-Lee is credited with creating the World Wide Web.
Wikipedia has a lot of information on the history of the development of the internet, WWW, HTML etc.

The Advanced Research Projects Agency (ARPA, later known as the Defense Advanced Research Projects Agency, or DARPA) created the it on October 29, 1969. It was then called ARPANET.
The internet, as we know it today, gained prominence on August 6, 1991. CERN, a science research center on the border between France and Switzerland publicized the new World Wide Web project, two years after Tim Berners-Lee had begun creating HTML, HTTP and the first few Web pages at CERN.
Berners-Lee is known to be the "creator" of the Internet (in it's current form).

I did. Out of my house. Back in 72. It began as some hard wired connections between me and a bunch of other scientists in military bases across the US. It as called dARPA Network back then. After the Universities across the country joined in on the network, and the network protocol was revised to something similar to the current TCP/IP set, the general Ethernet network was born, and with support from major companies, trunks of the network became allocated for personal use. Eventually international universities came on board, and the term "Internet" was coined.

BJ is mostly correct but somewhere along the line academia got into the mix also. It wasn't until the early 80s and the appearance of desktop pcs that normal people found out it was there and were able to access it .
During that early period of consumer accessibility, we had to dial up a "bulletin board", then eventually CompuServe.

It started out as a government project to network computers. After that its just been a bunch a people making diiferent protocals to enhance the web.
