It's called an 'intensifer', and it adds emphasis to the thought. The word 'still' is used in a similar way - It still doesn't count. Other examples are pretty, really, awfully, etc.

Without knowing what was happening and the full context of the one you noted, it's difficult to tell what was meant. One possible way you might use it:

You and a friend have to find five references for a report. You spend an hour on the internet tracking down information on a book, only to find out it doesn't fit. You might look at him and say "All that work and it doesn't even count as one of the five."

You could just as easily say '... and it doesn't count..." Putting in the 'even' emphasizes the statement and shows you're upset/peeved/mad that you spent that much time for nothing.

even here is used for emphasis it means it doesnt do anything and counting is the easier of all and it is nt ready to do the easiest one too

"even" is used to emphasis things and it will differ the meaning due to its place. For example,
John works late even on Sunday. (day)
John even works late on Sunday. (work)
Even John works on SUnday. (person)
