tiger barbs are a no go with guppies, they should be kept ideally in a group of at least half a dozen but even then they will fin nip guppies (or any other fish to be honest)
i also would say 20-25 fish of guppy/platy size.
neons are egg scatterers not live bearers, but the platy/swordtailmollies will bear live young just as the guppy will.
remember, these are usually small fish in a big river and need to breed fast and often with quite large amounts of your (30-50 per 'drop').....in the wild, nature takes its course and some will survive, this is the way i prefer it in my own tanks and used to let them take their chances (not cruel, natures way) also because if you go to the extremes of saving all the young then you will be out of space and desperate to get rid of them anywhere you can.
the types of fish mentioned in the answers will give an interesting and lively tank but i would aslo add some corydoras as bottom feeders as they help a little towards tank cleanliness, 3 or 4 will do and i would stick to the same family as they like company (i like the bronze and the julii)

I would have to say no to the tiger barbs for your tank. They are fin nippers and even in agroup which usually helps, the guppies tails will probably be an irresistable target for the barbs. Neons do quite well with guppies and you have room for a small group of 5-6. If you want more guppies, you need to ask your self if you want more like you have or something different to add more color. That will tell you if you want to buy anymore, but with the neons added to the tank you would only have room for 3-4 more guppies in that tank.

I would leave the tiger barbs and go for 2 angel fish and some neons they would look nice, the max fish that I would go for is a max 25 small fish, if you are going to breed them you should make sure that you have a baby tank for the baby fish otherwise you will find that the big fish will have a lovely meal of baby fishes...good luck ...nice hobby..my local aquarium shop would swap my baby guppies for fish food and things for your aquarium, that way you wont get over run with fish, so get friendly with your local aquarium shop (not pets at home) and you will find this hobby a bit cheaper

I would only put 12-15 fish of that size in your tank.
Other compatible fish for guppies are
Sharks (albino, silver or red tail black)
Tetra's (cardinals, neons, silvertips, penguin, serpae, flame)
Gourami's (red honey, pink kissing, leeri, pearl)
Angels (people think they're nasty but buy small and they're fine)
Rainbows (red, boesmani ... can make big fish but friendly)
Danio's
Platties (sunset, mickey mouse)
Scissortails
Swordtails
Dennisoni (very nice fish)
All the above would go together .... but at the end of the day you just have to select the ones you like the look of

Don't get Tiger barbs if you're breeding they are a bit to aggressive. Keep your fish small and get lots of air in the water.

get some platties or something like that. i've got a 60 liter tank and we had about 21 medim size fish in it at one time.

make sure you purchase community or schooling fish. The tetras do very well.
