The answer to your first question answers your second. For it is "everyone" who decides what is "in". Of course, this is not literally everyone. My usual reply when told that "everyone does that" is that I am not everyone.

It's a conglomoration of fashion designers, magazines,
media, ad execs, music,Hollywood, and various trendsetters.
There are marketing experts that have all the future trends
mapped out two years before the general public even
knows about them...and there are retailers that pay
huge amounts of money to get their predictions. These
are based on the opinions and talent of top people in
the above fields. By the time you see a hot group on
MTV, read In Style or, see a new film, all the clothing,
jewelry, posters, toys have hit the market simultaneously.
Personally, I think that films and music are the forerunners
in trends. They're widely accessible through the media and
everybody sees them at once. After Pirates of the C.
came out, there were skulls on even baby clothes! It's
a wildfire situation that can be put out in one season
when another "cool" trend takes it's place. Now it's
Hello Kitty. Have no idea where this one came from,
but bought a lot of it for my boutique and it all sold out
in one day. Meow.

Mega trendsetters decided it!

Annually they come together to discuss, project and form the newest upcoming trends about 2-3 years later. They are a group of 20-30 people and are a mixture of designers, artists, writers, politicians, sociologists, advertisers, economists...from almost any aspect of business and social life. They are well educated and experienced in relating fashion trends with their business expertise so they all have something important to say.

Finally they come up with 4-5 trend themes for a year. Mostly these themes will have romantic names like "metallic breeze", "vodoo", "rustic reminiscence"..etc.
With mettallic breeze, designers will understand that a soft touch of metallic, futuristic, sharp and fragile forms are coming. With voodoo, they'll know that casual naive pieces of different vivid colours are coming. With rustic reminiscence they'll get a nostalgic pastoral image and put some romantic flowers on warm soft colours.

So designers will create their collections according to these themes in their own view and display at fairs and fashion shows.
Manufactureres all around the world will follow the designers always. And finally what we see at the stores will be similar each season and we'll get used to seeing it and we'll have a desire to buy these clothes to fit into the picture where everyone is:)

For something to be "in", it must be promoted visibily and positively.

Media companies are the surest route to promotion, and they are owned by Multi-National corporations. These companies seek to profit by changing what is "in" on a regular basis. Have you noticed how styles seem to cycle back and forth?

So, business people decide what is "in" by making a judgement about what can be sold and profited from. They then use their media companies, and the celebraties they have created, to influence the general public to buy it.

As with nearly everything else, follow the money!

I don't know who this person is - but when it comes to pants down to the butt and bellies showing - that person needs to see a 'shrink'!!!!!!!!!!!!!!!
We are able to catch up so fast because the idiot goes somewhere and buys the clothing stores sell to us.

I've always decided what was "in" and "out" for myself. Don't care what others think. I'm the one who has to live with it.
