Gulliani made some changes but the crime rate all over the country was decreasing during that time due to the booming economy of the 90s. In NYC, skyrocketing housing costs pushed out most of the underclass had a lot to do with decreasing crime rates there, too.

But if you factor in corporate crime on Wall Street during his time in office, I wonder if the net value of criminal activity didn't really INCREASE during his time in office.

Yes it was and that is my biggest concern of how he will translate that to a national level. Granted if he should be elected President I wouldn't have much of a problem as he is not just NY Republican but switched parties simply to get himself on the mayorial ticket.

As for the above person, that holds true for Manhattan, but the poor still remain in Brooklyn and the Bronx particularly and there has been decreased crime there as well.

Being an upstater I'm not terribly fond of him, however, he had the guts to realize that if the cops randomly searched people on the streets in high crime neihghborhoods and arrested everyone carrying a concealed weapon, you reduce violent crime because they will have to stop carrying weapons on the street. This was responded to as racist of course, because if minorities happen to make up most of those communities you didn't find too many middle aged white males there to start with, and even fewer carrying weapons.
