What do you mean by democratic? Do you mean a place where pubilc policy is supported by the population? Where the government enjoys public support? Where elections and referendums occur often and the results are carried out? or do you mean a place where every four years the population gets to choose between candidate chosen by the financial elite?
The first description of democracy would place Iran as the one government in the Middle East that consistently follows the will of the population. Iraq and Afghanistan are not functioning sovereign societies, they are occupied by a foreign aggressor and therefore are unable to hold a democracy. Check it out, polls indicate most Iraqis want the US out, when the US leaves it will be the first indication of an Iraqi democracy.
Also, allow me to respond to a highly prejudiced answer. Not only is it untrue that Muslims are primitive, or that they have been primitive for 200 years, it is a truly cowardly cop out of the role the US played in destroying the secular opposition to Muslim tyrants while funding the most brutal dictators in the area. Iran had a constitutional mopnarchy, it was toppled by the CIA in 1954. The brutal Saudi regime has been subsidized by the US since FDR was president. The democratic election of Hamas was undermined by the US and Israel.
You see, it is not that Musilms are undemocratic. A democratic Middle East would make kick the US out of its sovereign territory. That is why the US is opposed to democracy. It always has been the biggest enemy to democracy. Viet Nam's elections scheduled for '63 never happened, because the US knew Ho CHi mihn, a communist, would win.
There is ONE country leading the crusade against democracy. You live in it.

Of course. They are the only two countries SO FAR who have been disassembled and reassembled in our image and likeness. Okay, that's a stretch, but at least SOMEONE is trying to bring order to that riotous countryside! They call themselves civilized, but they've never been much more than pirates since before the US Marines hit the shores of Tripoli some 200+ years ago!

Iraq now has Sharia law as the top law of the land in their constitution, thanks to the US's invasion. I wouldn't call that democratic in the least.

Neither is even remotely democratic. I would say perhaps Turkey is your best answer. Perhaps also Bangla Desh and Lebanon.
