Yes it is.
It is common for there to be fluctuations in fetal heartbeats throughout the day. The normal rate is between 120 to 150 beats per minutes, but this can vary, and at times can rise to 200 or drop to 100. It is difficult to assess fetal well being merely by listening to heart tones using a fetal stethoscope (doppler). We do not usually monitor the baby's heart until it reaches 24 weeks or more, but the way to assess fetal well being is to perform a non stress test with a fetal monitor and see if there is good beat-beat variability with accelerations from time to time. The fluctuations are not a reason for concern. Don't worry.

It's normal for a fetal heart rate to be higher than normal. My babies heart rate is always up around 160.

180 is just a tad bit high for a fetal heartrate if it is over 8 weeks.
If your doctor didn't seem concerned, then the baby is probably fine.
My babies heart rate is 160-165 beats per minute steadily and i am 19 weeks pregnant

Oh yes....especially if it is very early in the pregnancy. The further along you get the heart rate usually slows a bit. THen there is also the "old wives tale" that a high heartrate signifies a girl!!!

Yes, especially if you are still very early in the pregnancy. The smaller the fetus the faster the heart rate.

this is quite high which can be a sign of distress,a babys rate should be 120-160bpm a average rate of 146bpm.a heart rate can change due to the conditions of the womb, have you been to the hospital and had monitoring where the midwifes record the heart rate over an hour intill it steadys.ring your midwife and ask about this as something could be wrong.good luck.
