Report the item as not received (its a choice in the drop down box in Items I've Won) and eBay will guide you through the process, you can probably get your money back, but it takes about a month.

Before you leave her a negative feedback try few things: e-mail her again explaining the situation clearly. Did you purchase insurance on the items? If so, the seller needs to file a claim with the carrier. Since you paid with Paypal, you may contact them as well, and explain the situation- they will try to contact the seller to find out what happened and you may be able to recover the money if they rule in your favor (I had that happened with $300 Nokia cell phone that got lost with DHL.) You can also file a case with Square Trade, something available thru eBay that is a free service and what they do is try to negotiate between the seller and buyer if there are issues with the deal. Look at the invoice the seller has sent you. It should include a phone number. I suggest you give them a call immediately.
If no number or no answer, you can go to the very bottom of the page, and go to E-Bay's Security Center. There you will find tons of different options. At the very top of that page (http://pages.ebay.com/securitycenter/?ssPageName=f:f:US), in the big grey box, check the circle that states "Item not Recieved." Then click "Report Problem," and there you go.

You can go into your account on ebay and make a report to them, they will check it out. I had the same experience and from the day my money was received until I got my products was 1 month and a few days. The seller would not respond to my emails (she had a good % rating also).
Was totally disappointed with her, ebay's action, and reluctant to order from there again. Good luck and lots of patience is my advice.

If you used Paypal, simply go to their site and Resolution Item and report the item unreceived. Wait until after you mail comes today though to be sure. If you do receive it before the claim is completed, you can cancel the claim.
It may take two weeks to get the item- she doesn't have to ship immediately and sometimes even First Class Mail takes a week. It could still be safely on its way.

You should wait for three weeks or more to make any moves.
Try contact the seller about your items.
It's still ok for me if the item you buy from eBay come a bit late.( 2-3 weeks).
Don't be rush.
However, Paypal can refund the full amount to you.
Don't worry using paypal for sending the money to the seller on eBay.

You can contact Ebay to get the seller's contact info (phone number) and call them. If that doesn't work, you can leave the seller negative feedback, and report them to ebay and take it from there.

if you paid thru paypal ..they have insurance up to a certain amount .go to paypals website and look in to it there .if not look into ebay rules good luck
