Clean the temp int file and cookies. use a free softies like system mechanic and remove junk files/shortcuts and do a registry clean. u can also go for diffragment.
do a proper scanning for virus/spyware/adware/malware( may be u****ware).
Now connect and check the difference.
Please note that all ISPs put blame on the poor browser for slow connectivity.

There are a few things that can cause this to happen.

1) spyware has gotten into your system.
2) not enough memory to load webpages. Alot of websites need alot of junk. ie flash, java and such which can slow down websites loading.
3) The internet itself is slow. It happens alot and most people think it is there computer.
4) You have to much junk loading when you start your machine. Remove any thing that is not needed at start up for you to preform what you need to do.
5) You ISP is full of dooo. They may have problems and they do not know about it but, you see the difference, Check this item last as most good ISPs are on top of the game.

I would download AdAware (www.lavasoftusa.com) or Search and Destroy or something. If you don't have an active firewall, your computer could be over-run with spyware that is causing your machine to slow down while on the internet.
