Maybe when they get older they could send them to prison (colleges of crime) for protection and rehabilitation.

Recently, I got a call from the head teacher saying my child had deliberately assaulted another child in a "vicious, unprevoked attack," would I collect her- she was being excluded for 2 days.

When I got there my child was in flood of tears, shaking all over & her head was hanging low. She was all by herself, so I put my arm round her. The head teacher said "Go into my office- she wont tell you the truth."
2 other teachers were already sitting in there...
They described what happened, & they told me to punish my child.
She was very scared so I didn't say anything to her... I was shocked...
Then the "victim's" parents told me what had really happened.
Another child, who had been bullying my child, had told the teacher my child had done something bad- the teacher was on a laptop & hadn't seen anything, or even questioned the "victim" who actually had no complaint!
I told the head teacher I was very cross because his school still has not implemented an anti-bullying policy, with circle-time at the end of every day so children can talk about the bullies, that I considered he & his staff had bullied my child & that his incompetency could have caused me, if I was that type of parent, to beat my child up!!!
Needless to add, the school have also neglected to apologise to my child... who, incidentally, was still made to do 2 days of time-out (missed lunch breaks) so that the school did not lose face!

I agree with wise guys suggestion.

If you respond to bullies by beating them what are we teaching them....that it is okay to be violent.

far better way is to humiliate them in front of everyone and also make them apologise to their victim and the families.
I agree with permanent suspension if they are bullying continually as why should all the others have to suffer?
On the otter hand many bullies hate school and want to be suspended.

why would they suspend the victims, and not the bullly? They should have an intervention program, almost like sensitivity training, and require that the bulllies attend (WITH THEIR PARENTS), and they shouldn't be allowed to return to class until they attend (WITH THEIR PARENTS). Bullies don't usually just "happen"- in many cases they are home grown.

No. What they should do is this. Bullies should be hog-tied in school and then allow all the other kids in the school to beat the crap out of them.
