If you don't have the clearance. You shoulnd't be looking at them. Once you do, you are responsible for the information you see. Anything you do cannot be based on what you saw.

In this case they are copying real life. Government files have markings like SECRET and TOP SECRET so that people know how to treat the files e.g. they must be kept in a certain level of secure safe.

While admittedly this advertises that the contents could be interesting, it also advertises that the contents should be handled with care.

I've had to read stuff that could only be opened in a locked room, in a secure building!

Good question! I often wonder the same thing myself... I suppose that in movies it ditinguishes the file from any other kind of file... besides... even though it doesn't discourage someone from prying... the fact that it's labeled "TOP SECRET" makes them liable. He or she has no excuse for reading it.

TOP SECRET is stamped,attached or enclosed to documents or any other related materials so that the material is to be seen by authorized personnel cleared to view, know or to be learned the data .it also ensures that storage and safekeeping will be guarded from espionage or sabotage.handling of these important materials are entrusted to authorized couriers who has hte necessary security clearance

its all to do with security, some people are allowed to see secret documents but not top secret. i was cleared to see top secret when i was in the services, my boss at one time was a US captain, he was not allowed to see any files which were secret UK eyes only. so its just a different classification allowing only certain people access
