One has a dual 450 MHz PowerPC G4 Processor with 758MB of RAM.
The Other one has a 400 MHz PowerPC G4 Processor (not dual) but it has a full Gig of RAM.

I'm thinking that the one with the dual processor would be faster, but the extra RAM in the other one could help with applications such as Photoshop which lag terribly once RAM is all used up, and I don't really know all that much about macs. Pretty much everything else about the two machines was the same.
Any ideas?

Dual 450 MHz PowerPC .... hands down no matter what the scenario.

Unless the app you are using takes all available RAM, the dual processor will be faster. The one with more RAM doesn't really have that much more than the other, so any advantage it has by having more RAM is negligible. Definitely go for the dual processor. You can add more RAM to it later if you need to.
