No, you can't. If you have left an overdrawn bank account somewhere you will have more issues than just opening another bank account. Depending on the balance owed you will also have warrants out for your arrest. Call the bank! See what, if anything, you owe and clear it up.

When you're account is closed from negative account activity and you owe money, your name gets subitted to something called check systems. You have to pay the owed balance at whichever bank before you can open a new account anywhere. Many times it will be very difficult to open a new account either after paid. Credit Unions are more friendly and will open an account for you if it's paid. Start off by calling the bank where you think you might owe and ask if you do

That new bank will see if you owe another bank money when they do a check of your id. If you don't then you can open the account. But as long as you owe another bank money, they may not open that account.

No. If you owe money on a bank account, it is reported to Chex Systems, which all banks use.
