I think not. The nasal passage is quite large see the diagram on the link below. The cotton bud is quite flexible also if it is the paper stem one or even the plastic one. What could happen though is the cotton end could detatch and get 'stuck' there temporarily or trapped and cause an infection as mucus builds up and doesn't clear away as it should. You could also scratch the mucosa (lining) and cause a bleed or perforate the thin linings inside the nose. Some people are very fragile within the nose area.
The cotton bud would have to pierce some pretty tough cartilage, lining and bone to access the brain area and even then it is so short it would probably not cause any damage.
Of course it is VERY silly to push anything foreign up your nose! SO don't do this at home kiddies!!!!

I have had a great giggle reading your question and they do say laughter is the best medicine.
Seriously I don't think so, you may damage your nasal passage and even infect your eye but I don't think it will damage your brain unless yours is like Homer Simpsons and access through the nose with a hammer and chisel to knock the cotton bud home, then you will have more serious problems.
My advice is don't force anything up your nose.

you poor dear.
A friend of mine was cleaning her nasal passages with a cotton swab, just like the doctor told her to do, when her husband opened the bathroom door, hitting her elbow, forcing the swab in as far as it could go.
Now when she says something foolish (as we all do), the jokes are endless versions of: "Must be that extra hole you have."
When she gets a cold, her husband asks her if she is leaking brains...that twirp!
