What level do I have to get to to give the thumbs up?

At the top of any Yahoo! Answers page, there are three green button links, 'ask *?*', answer *:)' and 'discover *!*'
Click the discover.
Now there are bottons, 'answer', discover' and 'vote'
click on vote

If you are at a high enough level, you can click on the thumbs up icon and vote.

Go to discover, press on Vote and start voting til it tells you you have no more votes. you get more votes each day. Up to 100.
You can start rating people after level two.
