Nope. It can thunder without any precipitation. Or it can thunder snow.
"There are usually three forms of thundersnow:

No because there is such a thing as clear sky lightning that can occur without rain and also lightning can happen as long as there are turbulent areas in clouds without the rain. I've also heard thunder during snow storms.

No, coz it thunders when it's snowing, too! But that might have been a bit hard to squeeze into the lyrics, wouldn't scan well at all!!

No. You can have 'dry thunder'. In fact you can have thunder without clouds - dust storms often generate lightening.
