Are you asking if masturbation causes any body changes that would let you recognize who masturbates and who doesn't?
Sorry, there aren't any such changes. Masturbation doesn't make people taller or shorter, stronger or weaker, hairier or less hairy. Masturbation doesn't cause acne (or prevent it). Masturbation doesn't make one hand bigger than the other. It doesn't make anyone go blind.
So really, the only way to know is to ask the person or spy on the person. (Or read the person's blog. Some people even post pictures.)

If they are male, there is a high probability, around 90% in free thinking, western societies (somewhat less for females); many primate species masturbate, both males and females, and psychologists, psychiatrists and non religious doctors have no problem with it and regard it as a healthy release of sexual tension. Some repressive cultures, societies and religions condemn it, and it is not considered conducive to spiritual advancement. My record is 12 times in 24 hrs. Enjoy!!!

The only way to know is if they tell you or if you walk in on them. Sometimes you can tell if they just get embarassed by you talking about masterbating. Masterbation is usually a pretty private act. A lot of people don't like talking about it. So, if you really wanna know if someone masterbates, just ask them. But if they slap you or get mad then you crossed a line of personal space and they may not like you too much afterwards. Most people do masterbate, they just try to hide it. But, it's not really anyone's business other than their own whether or not they do it.

What do you care if someone masturbates? Is it any of your business? If he is a guy it is highly likely that he does. But so what? Ain't nothing wrong with "doing it." Mind your own business and the world will be better for it.

4. If they are male then just assume they do
5. If they are female and they say they don't - assume 80% do
