According to Seinfeld that would be the classic "unvite".
You have to realize the world doesn't revolve around you, the person is frantically planning a party after all; but there are general rules of etiquette that should still be followed:
If the person is a "close" friend then it is an insult that the invite was put off this long, by now they should have asked. If you have ANYTHING better to do I would let them know that your plans can't be changed this late, you are sorry you can't attend and in the future they should recognize that "close" friends invite early.
Make it clear immediately that you are insulted by the last minute unvite, do not let it fester.
If the person is just one of the crowd and you don't have anything better to do ... and the party is not the type where YOU are expected to bring food, booze, or presents ... then go, eat their food, drink their booze; maybe you'll meet interesting people. Doesn't sound like a well planned party anyway.
In any other cases than those two ... what makes you think you should have been invited to begin with?

If it was a genuine mistake, go and be the life of the party.
If it was a snub, say you will go when they ask you second time around, then cancel the next day or so, saying that something better (make something up, especially something that would really appeal to the party thrower) has come up, and that you’d rather go to it instead of their party.

this happened to me lately, so i can relate.
i eventually ended up going to the party. the party was dull, so i added some excitement and became the life of the party entertaining anyone i could.
i was immediately invited to the next party which i did not show.

Who CARES how it works?? Go to that party and be the nicest and most gracious person THERE!!! Then you will receive a proper invitation to the next party. Your life is a party and you need to attend them ALL good or bad. @8-)
