Learner drivers CAN NOT use Motorways in mainland UK

all users of motorways in mainland UK are subject to the same speed constraints.

45 mph on a normal (70mph) motorway _may_ be considered as dangerous driving, if it is interfering with other road users.
In some cases there are Minimum speed limits (for example, in the dartford tunnel) but there is no generally _posted_ minimum speed restrictions on motorways

If you have a full licence, no matter how shiny new it is, you can drive on the motorway up to the same speed as the rest of us (which is supposed to be 70mph). We have no R plates here, some voluntarily use a P or a green L, but they are not required by law.

Drive at 45mph when everyone else is doing 70 is more likely to get you stopped as a hazard to driving. However, it is not illegal, otherwise we would all get arrested at the roadworks and rush hour!

The R-plate legislation only applies in Northern Ireland.

R-plate drivers can drive on Northern Ireland's motorways, but must stay within their 45mph restriction.

Elsewhere in the UK, there is no restriction on new drivers.

Mostly correct answers so far.

If you've passed your test you can use a motorway, put green P plates on your car if you like, it MAY make other drivers more patient with small mistakes you make.

It is illegal to take a vehicle on the motorway if it is not capable of at least 40mph (this probably doesn't apply).

Take an experienced driver with you for the first few times and don't go during rush hour times. Try to keep up to at least 60mph if it's safe to do so.

I would not recommend keeping to under 45mph on a motorway - too dangerous. Plus you have will have a lot of angry drivers flashing and beeping you.

D'you mean someone who has passed their test but chooses to display P or R plates voluntarily (there's no legal requirement in GB)?

Certainly you can drive on the motorway without restriction, but I'd suggest 45mph may be dangerously slow; If you're nervous, take someone with more experience with you to start with.

What interesting answers! Neil is right, there are no R drivers in UK once you've passed your test (both parts) you can ditch the L plates and drive where you want. 45 miles ph would be incredibly dangerous on the Motorway, imagine everyone zipping about at 70mph (or more) and coming across someone pottering about at 45! Doesn't bare thinking about but it isn't illegal in itself although I believe the police could class it as dangerous driving or something similar.

Agree with Fire Foxy, but for the fact that all GB motorways have a minimum speed limit of 30mph when the national speed limit applies.

Only drivers allowed on a motorway are ones with a full license after 1 year, no learners or P-Drivers.
