U say the PSU powers up and its fan is spinning, motherboard light lights, then your CD Roms must eject tray, tray eject when pressing CD rom's button has nothing to do with Bios or motherboard, it just needs proper power supply to do that.

try replacing ur PSU, then check if u get the BIOS screen (hope u do), if u dont then may be the power surge killed the motherboard too.

hope it helps.

the bios chip may be fried....bios is the most important software component of a computer system

Withot bios nothing will run...

Try another power supply just in case. Your power supply may be partially damaged, i.e. not supplying power to the hard drive, cd rom etc...

Or possibly both the power supply and bios are damaged....next time use a surge protector to prevent damages caused by electrical surges....

The hard drive is where your data is so plug in your hard drive into another computer as a slave to access your files and test if the hard drive works.

You might try clearing the cmos and see if you can boot at that point. There should be a jumper on the motherboard to do that, it normally is near the "battery" on the board. However, since you said the drives are not turning, it would appear to me to be a power issue.

Before trying anything else you could try pressing the on/off button or re-boot button 5 times in succession. This can reset your pc when somethings gone wrong as long as all components still work.

You need to check the hard drive,
you might need to replace it.
