Windows 95 didn't support USB.

The original version of 98 sort of supported USB but not very well and had poor driver support.

98 Second Edition is really the minimum for USB devices to work properly, but you needed to install extra device specific drivers for memory sticks & cameras which work in XP without drivers.

The bugged Millenium Edition was the first to properly support USB, with plug and play for memory sticks & cameras without drivers but it was short lived and poorly supported.

Windows 95 did not support. Windows 98 needed to be a special patched edition and you needed specific drivers.

Windows 98 doesn't support USB pen drives and the like - at least, not without adding the appropriate drivers but I'm not sure what's available.

98, but even then you had to have USB drivers and there was a different one for each device.
