I use this to find updated phone number to contact buyer seller of my Ebay transaction. Pretty easy to use. Just input the name and state of your friend. Then there is a list coming out so that you can browse through and filter via middle name or other information.

If you know what city or state it is, you could run a search from the online White Pages that would give you a list of all listed phone numbers.
Of course, they could be unlisted or not have a phone.
If you can contact the person's family, perhaps you can have them contact your friend.
