To act with a regard to health and safety at all times, not to put other people at risk through your actions and not to misuse equipment (eg fire extinguishers) designed for the purposes of health and safety.

To take action to prevent accidents.

Last time I attended a Safety course we were told that we had a legal duty to report issues that could lead to accidents - and if we failed to do so, we could be held as liable as the Company (example - water split on floor - you spill it and fail to report it or clear it up - someone slips and falls - you could be in court along with the Company)
