it depends on their cognitive ability. Most people who are in advocacy programs do not retain the right to vote. They have not been able to rationalize what makes a good candidate. Most of the challenged individuals I work with definitely know right from wrong. Just because they don't speak as clear as others does not mean they are stupid, usually they are more intelligent than they can relay to the world. There are individuals who can not effectiviely reason what is right and wrong. that's why people are in this world to help guide appropriate behaviors and watch out for the public as well as the developmentally challenged. It also depends on what degree of retardation is involved. mild retardation usually know, but have thought "misfires" that may cause irrational behaviors.

Some do and some don't. It depends on their level of retardation and the problems they have.

though it depends on the seriousness of the "damage", mostly cannot appreciate right from wrong as their thinking is not at all governed by reason

Yes, liberals DO know right from wrong and the law deep down, but don't pay heed to this or their common sense, either.
