It was a good idea for a city car, being small, powered by a little very efficient engine, it had a funky design and the fact that at first it was built by Merc. But it is pricy, the build quality is worse than a VN commodore, handles like jelly on wheels and it as not very crash worthy, simply it was just not good value for the money they expected.

As a city car, range is not an issue. Nobody drives a city car 30 miles.
So electric city cars win hands down. They have more power, they are less stinky, more reliable, far cheaper to fuel/charge, SAFER coz they don't have fuel, and politically and environmentally the right thing to do.
A gas city car? That's insane.

It was a new concept and it was small and people thought it may not fare well in an accident but they have now proved to be as good as most and are very cheap to run. It wont be long before the original small car the fiat will be back too.

Timing.
The SmartCar is new to the U.S. and seems like a good idea. However, if the price doesn't come down, it will never reach its sales potential.
