I had an extremely successful interview for a position and the company rushed for a 2nd interview with the final decision maker which I thought also went pretty well. The 2nd interview lasted over 2 hours. The company is a brand new company, the office has not even opened yet but the position I am applying for is usually hired 4-6 months prior to opening. They initially said they wanted the position filled by the 1st week of March. I have followed up with them numerous times and they continue to tell me the position has not been filled yet and they have not made a decision. I've been given numerous reasons as to why it has not been filled (construction issues, budget issues, etc). Yet they have not yet said they still want me. I would move on from this position as I feel the companies follow up reflects their professionalism but I REALLY want this position. How long & how often should I continue to follow up?

Firstly, don't be pushy.

They will make a decision in their own sweet time.

They are a new company with many organisational problems. In particular they might have felt they need a person in a particular position, but they might be deciding to change the role of that position, or be dealing with other problems.

Unless you have another job offer, all you can do is wait.

It is also possible they have offered the job to someone else, but haven't obtained a final answer from them yet.

It is time to move on if the company cannot give you a direct answer if you are hired or yet. They have had ample time to decide who gets the position that you applied for. This does show that the company may have money problems from the get go. Move on to a company that has stability. You don't have to tell them that you accepted another position, if and when the position opens up you can later decide to take it.

Keep a follwo up once a week and try to sniff the progess of the company in term sof infrastructure etc.,

try to enquire through some consultancies if they r hiring people. If yes you can always question them about ur status.

The period u hve to wait also depends on the site and the recognition the com[any has in the market. If it is too small, still u like the job, it is worth waiting.

but dont give away ur current job for that.

I would continue to follow every few weeks (for maybe a month or so then I would tell them in an e-mail or a call to give me a call when they make a decision and then I would let it go) but I also would not put all my eggs in this basket. I had a similiar thing happen to me and I didn't get the job, but I hope that you do. Continue on with your job search and don't let this drive you crazy.
