True hermaphrodites, (that is, those individuals, that posess organs of both sexes), have imperfect tissues and organs of both.Hence, they can not produce neither ova (ovulate), nor produce spermatozoids either. (tey are incapable to reproduce themselves even with contact with a different individual)
That is what we call gonadal afunctional apparatus-
In the very moment that both female and male gonadae are imperfect, they are not functional, it is impossible for them to menstruate, because the imcomplete half-uterus they posess, lack the tissue that causes menses (inner layer of uterus or endometrium)
Thus, by definition, an hermaprodite CAN NOT menstruate.

Yes and no.

True hermaphrodites, while having both sex organs, do not have the reproductive organs necessary for that particular function.

That is, they may have a penis/vagina, but no testes/ovaries (or in some cases, one of each, or the presence of ovarian/testicular tissue) to make sperm/eggs.

So they can't have babies and do not menstruate.

However, there are hermaphrodites out there who do have full uteuruses and can menstruate, as well as having a penis. Some can even bear children, however, typically only one set of genetailia in this type of hermaphrodite will work because of the secondary sex characteristics brought about by hormones. So a hermaphrodite may become pregnant, but cannot impregnate themselves (poor Cartman...)

maybe yes maybe no since it have both male and female sex functions. So i think it depend on an individual whether to believe it menstruate or not.
