Is GTK technically better (cleaner, efficient, ..) than QT?

Even otherwise, does GTK as a library lack certain things compared to the alternatives like QT?

GTK lacked button 4/5 (scrolling) back when mice started to have it, QT had it much sooner. QT struck me as complete framework while GTK just widgets because the smattering nature of programs using GTK.
