Yes in India there is right of information act and you can get information about the concerned departments, its employees.
Kindly open the web site of the concerned department and get full information about the person against whom you want to take action. First of all meet the concerned officer of that organisation who is the head and brief him/her about the matter without disclosing the name of the person concern and if any positive sign is there you can go ahead with it otherwise it is better to collect more information such as
1) WHAT IS HIS INCOME
2) HOE MANY CHILDREN
3) WHERE DO THEY STUDY
4) IS THE INCOME IS SUFFICIENT TO MEET SUCH EXPENDITURE, so on and so forth
Prepare a case against him if it is of bribe and send the same to C.B.I., Anti-corruption department and then you see the action
If it relates to your person matter than file a defamation suit

An RTI clinic is opened at St. Andrew Church Compound, Hill Road Bandra West Mumbai Every Saturday from 9.30 to 11 am Room No 3. At present there are two experienced volunteers who help out citizen file application under RTI Act. The clinic has all the prescribed forms including the information required from the courts. The forms are free of cost, there is no mandatory charges for the advise and help citizens need to file the applications. People come from far off places. Only one has to pay for the court fee stamps of Rs 10 for Annex A Rs 20 for appeals and Rs 12 for obtaining information from various courts. However more volunteers are needed who could offer their services. This is not a NGO or Trust run but run by individual experience citizens who have started the same under the guidance of Shri Shailesh Gandhi. Any volunteer willing to help out could contact Mr Leslie Almeida on Tel No 26436107 or 26431939

You can use the RTI Act to teach any body any lesson. It is only a mechanism for you to obtain as a matter of right, the information which is in the custody of the government, with a stipulated time limit. For this, you may have to right to the Information Officer of the department concerned with a fees of Rs.10/ .If you do not get any information within 30 days, you may prefer an appeal to the appellate authority in the department. If you fail in that attempt, you may send a complaint to the Chief Information Commission at New Delhi.
