Any good sized library will have "Auto Repair Books" in there reference department. You need to ask the librarian to help you find the one that is directive of your Year, Make, and Model of car.

You may use their copy machine so bring some coins with you.

You don't need to repair it. Just glue the needle at 55mph. The next time a cop pulls you over for speeding, point to the speedo and show him that it reads only 55mph.

Now if you were speeding through a school zone, this won't help you.

Depends on what is wrong with it.
You may need to replace the VSS.
You may need to repair the wiring.
You may need to replace the instrument.
You may need to replace/repair the cluster circuitry.
