If you were talking and explaining a scene,

"This is the balcony scene"---- is right
"Where their feelings for each other were spoken"- is iffy and vague. Why ?- 3rd party description.
Change it to "where Romeo and Juliet spoke of their feelings for each other"

Last phrase="ending in a proposal- " dangling sentence. Just add some more words to make it a complete sentence.

Use the possessive pronoun "their," not there. The word "there" refers to a place, not to people.

Personally, I would write it this way:

This is the balcony scene, where they speak their feelings for each other, and which ends with Romeo proposing to Juliet.
