It is called a PREAMBLE. It explains the reasons for the Dec of Ind.
The Constitution has a preamble as well

It's a preamble to the reasons for the dissolution of America's ties to Great Britain. It's stating that for history and posterity, the promulgators feel obligated to delineate their reasons for separating from England. Then they proceed to do just that.

"When, in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them to another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation."

To form a more perfect nation to creat all men equal in life, liberty and the pursuit of happiness. No matter what religion, ssex, ethic back ground, you are to be treated equal. Not be predjudice.
