first off Aristotle believed that a corrupt government of a group of individuals was called a democracy. he feared that this from of government would lead to mob rule, where the government would do the will of the people regardless of how good or bad it was. he believed that a virtuous government of a group of people would be called an aristocracy or a society of the best.
Aristotle and the Greeks believed that only a small group of individuals were qualified to genuinely lead. they had to be landowners (they would have a stake in how the government was run) free (slaves were not qualified for government) and men (women were too emotional to have a seat in power). this small group would presumably be educated enough to a lot about how a society should be run. the Athenian ideal was that each freedman could run any part of the government because of his natural ability. although there was an aristocracy in Athens, they did have a vote. the freedman could vote for various administrative positions within their city-state.
