I would recommend either Aspen bedding (never use Pine or Cedar as hamsters can get very sick from these types of bedding!) or Carefresh as your main bedding. Unscented toilet paper is best given in a few sheets, in addition to the bedding (they chew on it and make nests to sleep on! And toilet paper is much, much safer than the 'cotton' alternative sold in pet stores, which can get caught around a hamster's feet and they can choke on it.) And toss in the toilet paper tube too, they love running through them and chewing on them.

Actually this is a good choice but you'll want to switch it out more often than the usual paper beddings. Try to use one that's not scented or colored if you can. Keep an eye on which corner the hamster uses as his/her toilet and change the paper in that corner daily until you can get more bedding.
Just be sure never ever ever use cedar. Check out any hamster care website and it will tell you why.

They might eat it.. you can get safe aspen chips for just $2-3 at WalMart and Target, check around the stores, each one carries a little bit different. It probably will last as long as your toilet paper, since that isn't free either, even the cheapies.

no not toilet paper it could clog them up or make them sick. They do like the cardboard rolles they do chew those up sometimes but they use it as extra padding for where they sleep. But mine loved sleeping in the roll paper towel rolles work too.

toilet paper is not ideal but i dont think it would hurt the hamster - hamsters prefer the natural grains you get from pet stores, plus they like burying themselves so toilet paper wouldn't really work...

Why not just be safe and offer your hamster a t-shirt which you have lovingly shredded with a scissors? Best part is it is washable and reusable and you will never have to buy bedding again. :)
