Yes, it is. They have several contests throughout the year including contests where they give you the first sentence and you write the story. The winning stories are always published and not just the first place ones. The magazine is one of the most reputable in the business. It has great articles, a great book club and many listings for agents, small publishers, freelance work and other things. It is one of the few contests I would pay to enter. Good luck. The "Writer's Digest" is the publisher of the most widely used books relating to the writing market. Their contest is without question one of the most prestigious ones going. (I'm a book editor, by the way. That's why I know.)

I have entered several times. I learned from my experience but never won. It appears to be legit, as you probably know they have a national mag. by the same name. I ordered it for several years, again very informative.
