well it all depends on how well you know the topic... and from what i can tell, you might want to do some research since you have a couple things wrong.... "chinese new year" is actually nonexistant, theres no such thing, it is actually the Lunar New Year, it just happens that Americans first saw Chinese celebrate it en masse, so they gave it that name, even though other east asian people celebrate the lunar new year... of course it is a name that came from ignorance at the time much like how porcelain was called "china" since the it was first traded en masse with China. but yea, you can probrably have a good speech about the Lunar new year, about its significance and misconceptions...
good luck on that!

I mean that is the easiest speech you can give because you're stating the facts, and you don't have to give an argument or anything like that. So I don't think it's a matter of your topic on an informative speech, just focus on the goal which is to "inform" your audience and keep them entertained on why they should know about it. What does that mean to you?

It's a good topic, but also quite broad. Narrow it down by focusing in-depth on one or two big aspects. For example, discuss food in detail- preparation, significance (why you eat a certain food, etc.), and some other aspect like the history of Chinese New Year (why it's different than the Western new year, its roots, and so forth). By incorporating a bit of history and a bit of practical knowledge (like the food), you'll have a diverse speech.
