Yes, I think so...because to my understanding, they wet the top of the head before applying the part on top of the head that sends electrical current through the head. If you had a lot of hair...it might catch on fire or something. Plus, I don't think hair is a very good conductor of electricity. The death would be a lot slower and more painful (if you've seen the movie 'The Green Mile'...there's a part in there where they depict electrocution of a guy and the guard purposefully doesn't wet the sponge because the guy was 'gay' or whatever...pretty graphic scene).
