No Koi do not freeze during the winter.
Koi and goldfish go into a state of hybernation once the water temperatures drop below 50. Their body functions slow as well as their respiratory. They remain towards the bottom of the water during ice over and stay until the water begins to warm in the spring.
They don't eat because they don't have to. Their bodies have slowed so much they are more in a state of trance than anything else. Even breathing is very slow.
There are only two creatures that can freeze, one is a tree frog which can freeze solid, and a few select turtles which do not freeze completely.

No, koi don't freeze. They become less active, and there are ways of keeping the water from freezing completely. Besides, they shouldn't be kept outside in an environment where the temperature goes below 50 for more than a couple of months. Aerators and waterfalls should be turned off to keep the water from getting colder, as they have that effect. The pond can also be covered in bubble wrap to retain warmth. There is also a different feeding regimen for koi in winter, since their metabolism slows the digesive system also.

Any living animal that that has been frozen completly can not just be thawed out and be alive again.
Definetly don't freeze your Koi Fish unless you plan on eating them.
There is a fish in Africa that is more like an amphibian than anything else. In the Dry Season , if creates a cocoon of mud around itself and goes into a hibernation like state. Then when the rains of the Wet Season arive if breaks out of its shell and goes about its life. I believe its called the African Mudfish.

No coy fish do not freeze in the winter.... I have them in my outdoor pond and they are alive all winter long. They however do not eat and are not active during the winter.

Koi's will slow down as the water cools, but they don't die and come back to life. Normally, you keep the water in the pond moving. The fist almost hibernate depending on the water's temperature.

They can withstand cold climates, but if the water gets extremely cold and freeze to ice then they will die.
