That is a term for the crew member of a racing crew boat---the one that 2, 3, 4, 5, or 6 people row--college sports programs call it the crew team. the Coxswain has a megaphone and calls out the cadence to row to. He sets the oar stroke pace and timing.

The coxs'n litterally guides the boat. In a skull crew he is the lil guy that sits in the back with the megaphone on his face shouting "STROKE" "STROKE". On ocean going vessels he is the guy behind the wheel and says DOOOHHHH when the captain say "Hard aport".
