My friend cell phone keeps on saying "Calling Restrictions" every time he trys to call Do you know how to fix it

It means that the number has restrictions on the service. This would normally apply to international calls, premium sms etc.
Try turning the phone off or try the sim in another phone to see if it works. That way you can tell if it is problem with the phone or the service provider.
Your best bet is to call your Mobile company and ask them.

Call rastriction is when you restrict another caller from calling you which means your friend can't call you because you don't want you friend to call that's what it mean how to take it off
1. go to call
2. go to manage calls
3.go to restrict call and cancel all
that should help let me know what you come up with.

MAYBE HIS ACCOUNT IS SET UP LIKE TO DO THAT... IF IT IS THEN EVERY ONE HE CALLS IT SAYS THE SAME ON THEIR CALLER ID. HAVE U ASKED HIM?
