Try using liquid nails it's like caulking, but it is glue instead.. caulking is basically a sealer not a glue like u need ..

You will need to clean out all old adhesive material from behind soap tray mounting location and off the back of the soap tray if possible. Then you want to mix a small amount of tile mortar and put about an 1/8 to 3/16 thick amount of it on the back of the soap dish with a notched trowel and push it into place. You may need to hold it for a few minutes or prop it in place with a stick or something depending on size and weight of soap dish. The next day you can either use the same color grout in shower or a color matched caulk to seal around the edges of the soap dish to keep water from getting behind dish again.

clean off all of the caulk, it is a sealant, not an adhesive. next, go to your local hardware store and buy a tube of GOOP, and some duct tape. it will come in a tube like toothpaste, and is a silicone type adhesive that will attach the soap dish. the back of the dish should be dry before you apply the goop, take the cap off and poke a hole in the seal, don't use the nozzle, just straight from the tube. apply a bead all the way around the outer edge of the soap dish, about 3/8", and stick it in the opening. then attach the dish to the wall with duct tape for 24 hours to hold it until dry. i can guaranty you that your soap dish will never come off of your tiles again, those tiles will pull off of the wall first. i have used it to glue a rubber trim onto the chrome bumper of my truck, then used the truck to push other trucks and cars, it's still on and that was 12 years ago. a friend used it to install a pedestal sink, gluing the base to a tile floor, when he remodeled the bath room and tried to take it out, the floor tiles came out with it. so make sure you put the dish in right side up!! lol, good luck, i know this will fix it for you.

The soap dish is basically another piece of tile. You need to set it back in like you would a tile--with the same materials used to do tiling. Also: Make sure the soap dish is level enough that the soap doesn't slide out of it and into the tub. Test this before it sets and before you grout. I've seen homes with that problem and it's infuriating!

I think you're going to have to use a plaster base in the hole of the wall put soap dish back in and after it setsup, then caulk around. It has to have a place to rest and stick to and caulking is just for around to seal.

Clean off all the old material and replace it with a tube of ceramic tile adhesive, you will not need all the adhesive or glue then you can use a tube of caulk to seal around the edges to make it look good,

This could leak into the wall then lead to black mold!!!

Get a pro in the tile industry, not a handy man eiter, they will fix it properly.
