It most likely is set with a thermostat. Some fans are even solar powered so they don' t use electricty.

if it just keeps cycling on and off then its either the motor or the thermostat... either the thermostat is bad or the motor just keeps getting too hot and it is tripping the thermal overload protection.... best bet is to get a whole new unit and just swap the motor and thermostat

It could also be the thermostat............starts when the T-stat calls for cooking and turns off when the right temperature has been reached.

If it's thermostatically controlled, it's doing what it's supposed to.........unless you've notice it cycling more often, or erratically.
