Well, I've met lots of people walking my dog. Gotta have a cute, non-threatening doggie for that to work. Also, once my kids were in school, I started meeting tons of people. Of course, this requires a child and that may be an EXTREME length to go to....
Hey, you could sell Avon or Mary Kay! Men do that, you know! I sell Avon and have met lots of people that way! There again, they're mostly women. I don't know if you're trying to get a date or just meet some interesting people so I'm just throwing out ideas that worked for me. I live in a small town and didn't meet many people at first. Then, I did the 3 things above and I met all kinds of people (some of which I kinda wish I hadn't met = D).
Hey, also, if you like gardening, you could go to a garden center, look at plants and ask someone standing next to you for advice. THAT sure does strike up a conversation. Any situation where you ask someone for their opinion on ANYTHING is a sure conversation starter. Good luck! There are lots of interesting people out there.

Serving them. See yourself as a servant, and start doing nice things for people. Buy cold pop to hand out to people in long lines, hand out free doggy bags at the local park, buy a dozen roses and give them out to people that you find unattractive, hand out donuts where people are rushed and haven't had breakfast, find a need and meet the need with a servant's heart, and accept no payment. Maybe just ask, if people insist, that they do something nice for others.
That is so uncommon, that it will blow people away.

If you are not in a situation like myself, you could take a cooking course, you could take a university course for fun on the side, you could join an outdoors club or hiking club, you could volunteer for a fund raising event (like a Cancer Society money raiser), and so on.
