the post office has to date stamp it on the March 30 or earlier

It has to be post-marked by that day. If you put it in the post office after they are done processing mail, it will be too late.

I'm not sure, so you might call the post office to see if all mail deposited on a given day at a particular office will be cancelled after the office closes, or if they wait until the next day for some. They'll be able to tell you the specific policy.
