Anarchy is the result of a collapse in government-utter chaos or the act of overthrowing a ruling body. There's no government/ruling body, just a mass of people.

The French Revolution is a great example of anarchy- the French peasants/lower classes threw over the king/nobles.

The sign just represents Anarchy, nothing more to say, really.

I don't know about the sign, but generally anarchy refers to underlings in chaos and/or trying to topple the government.
