Bush has the unfortunate disability of not being very good at public speaking. But, he has some of the most intelligent people in the world as his cabinet members. And we see his cabinet revolve like the proverbial revolving door. Anyone smart enough to have geniuses in his presence all of the time is at least smart by proxy.
